What can be done about an abusive boss?

Since my husband had a stroke in december his boss is on his case every day picking on something. My husband has trouble focusing because of all the interruptions. He thinks his boss is trying to make him quit. He's afraid to speak up because he might lose his job. what can he do, this is certainly not good for his health?
